ABSTRACT

This chapter describes the role of portfolio management in delivering strategic change, and identifies five key factors playing a key role in doing so, outlines the experience of driving and supporting transformation within a major UK government department, the Home Office. The Home Office has an ambitious strategic agenda over recent parliaments, designed to support continued delivery of the department's mission and its strategic objectives. The challenge for many organizations is, however, how to achieve strategic change – change guided by an overarching strategic purpose, designed to change the way in which the organization operates for the longer term – rather than just a succession of seemingly disconnected tactical initiatives. The five key factors include: strategic vision and agreed long-term goals, structuring the portfolio for strategic change, the ability to prioritize – and reprioritize, keeping the focus on outcomes, telling the story of change.
