ABSTRACT

This chapter ties together the arguments made by the preceding chapters. Returning to the problem of seminal power changes with the possibility of a power transition at the top of the international order, it discusses how a concert could be an effective instrument for the peaceful management of power change. In order to do so, the authors introduce (dis)satisfaction of the hegemon and a broader multilateral framework of major powers as a key power constellation in cases of power shifts. The authors then lay out the how a 21st Century Concert might mitigate a power transition contest in the coming decades.
