ABSTRACT
We call the first phase ‘Phase Zero’ instead of ‘Phase One’, because these pre-
assessment activities are performed mostly before there is a budget and an official
project. The pre-assessment activities start with someone hearing about shared
services and trying to find out more about it. This could be a piece of information
picked up from a competitor, a conference, or book or article. Vendors or customers
could point out that a solution called shared services exists and should be explored.
