ABSTRACT

We started this book by examining some of the underlying driving forces for HR transformation. Unsurprisingly, one of the key areas of focus was cost. A need to deliver more for less is often at the heart of the move to look at new ways of providing service. However, we have also sought to ensure the appropriate balance of emphasis is given to the cost agendaas we have witnessed too many programmes for change that have been focused purely on the need to make cost savings. They have resulted in short term cost reduction made through relatively arbitrary cuts in expenditure. Delivery of a lower cost service is only achieved by fundamentally reviewing the way service is delivered and re-engineering large components to ensure that the model is sustainable.
