ABSTRACT

The requirement for this work primarily arose from recommendations resulting from the public enquiry following the serious rail accident at Southall in 1997. The public enquiry recommended that 'current rules governing drivers hours should be reviewed in light of current research into human behaviour', this recommendation in turn led to the United Kingdom (UK) rail regulator to apply pressure for a review of the limits in working hours of all safety critical workers. These limits are given in an appendix in a Railway Group Standard (1996).
