ABSTRACT

For all the structural changes, and considerable progress in transforming the lower reaches of the UK Civil Service, things do not change much at the top. The system is far too comfortable for an elect cadre of top mandarins, as we were told by a number of quite senior managers in the UK Government. The Member of Parliament John Garrett has articulated the suspicion that the mandarins have been content to preside over the dismemberment and selling-off of great swathes of public administration, whilst preserving their own little patch.
