ABSTRACT

Traditionally, evaluation of a land-use plan can be performed in many ways. It may be based on ideological grounds such as neoclassical or neo-Marxist principles, or on rational or collaborative action theory. It may also be based on empirical evidence, either in an ex-ante or ex-post framework. Evaluation exante is concerned with the change from present to an unknown future, whereas evaluation ex-post is concerned changes that have already taken place as a result of the implementation of policy measures.
