ABSTRACT

Suggestions for indicators in the field of employment and social protection build on earlier attempts to construct indicators in this field. Constructing indicators on employment and social protection for the United Nations Economic Commission for Europe (UNECE) region is not an easy task. The chapter discusses a set of core indicators on employment and social protection for the UNECE region. Demographic changes have significant repercussions on employment and social protection policies. Employment promotion is a powerful means of mitigating the effects of population ageing on social protection schemes, especially where there is a large informal sector. The general employment to population ratio is defined as the employed population as a proportion of the total working-age population and can be broken down by sex. The unemployment rate quantifies the proportion of older workers who do not have a job but are available and actively looking for work as a proportion of the total labour force in the same age group.
