ABSTRACT

Ireland was in a mature stage of development. Mergers and take-overs had reduced the numbers of bus companies in operation, and legislation and statutory instruments had provided a regulatory framework for the industry. However, the piecemeal development of routes, the dispersed nature of administration, the lack of facilities for the travelling public and the flouting of regulations regarding fares resulted in, at best, a less than satisfactory service, and in its worst moments, chaos and confusion.
