ABSTRACT

The mandate of the Independent Expert on minority issues was established by the Commission on Human Rights in its resolution 2005/79. The Independent Expert is pleased to submit to the Human Rights Council her second annual report, which provides an overview of her activities from January 2006. The Independent Expert has also requested official dialogues with the Human Rights Committee and the Committee on the Rights of the Child in 2007. The Commission on Human Rights, in its resolution 2005/79, decided to amend the mandate of the Working Group on Minorities so that it may, inter alia, focus its work on "conceptual support of, and dialogue with the independent expert, who shall participate as an observer". On Human Rights Day (10 December 2006) the Independent Expert was among the 37 Special Procedures mandate holders who issued a statement highlighting the urgent need to address the persistent poverty trapping many millions of people globally, as a grave human rights challenge.
