ABSTRACT
Although environmental protection was not initially one of the objectives of European integration and the evolution of environmental policy has followed, by and large, an ad hoc pattern in the European Union (EU), today sustainable development constitutes the essential component of almost all European policieswhether in rhetoric or in practice-and the Union assumes the leading role in most global environmental issues (see e.g. Bomberg, 1998; McCormick, 2001).
