We do not wish to reconsider the very complex problems here relating to the methods used to determine the figures for foreign investments by nationality for the given conditions. Let me say only that I proceeded in an analytical manner, and am very conscious of the fact that my results are indicative and always open to discussion. They do at least have the merit of existing.
