ABSTRACT
It is generally understood that the war in Bosnia and Herzegovina had no clear winners. Therefore, the provisions of the General Framework Agreement for Peace (Framework) were aimed at defining the reciprocal duties and obligations of the different parties and they reflect the balance of power which settled over the country at the end of the conflict.
