ABSTRACT
Between 1985 and 1991 the Communist Party of the Soviet Union under its General Secretary Mikhail Gorbachev lifted restrictions on freedom of expression in the Soviet Union, virtually abolished censorship of the press, and set in motion the reform process which in August 1991 would bring about the ending of Communist Party rule. 1
