ABSTRACT

This chapter presents a case study of integration in spatial planning using the Cape Town Metropolitan Spatial Development Framework (MSDF) and the analytical approach developed for the International Study on Integration. The International Study on Integration of Environmental, Social and Economic Issues in Spatial Planning has its origins in the emergence of Strategic Environmental Assessment as a tool for planning and decision making. The chapter provides the case study framework and context, including a description of the challenge of spatial planning for a divided Cape Town and the nature and role of spatial planning and environmental assessment over the period 1990–2000. The nature and role of both spatial planning and environmental assessment in South Africa changed over the period in which the MSDF was prepared. The chapter also presents the MSDF process and outcomes, including its objectives and various phases of formulation and implementation. It discusses an analysis of integration in the MSDF process.
