Why should the whole of Europe not one day have the same form of government? Why should there not be a European court of justice, just as there is the imperial one? With such a tribunal, composed of princes, having an authority contested by none and maintained by the unity of all against any one rebel, why should the beautiful dream of the abbé de Saint-Pierre not be realized?4 Why should the complaints of subjects against their sovereigns not be placed before this court, in the same way as complaints of one sovereign against another? Then indeed would wisdom reign upon the earth.
