ABSTRACT
Urban Traffic Networks (UTNs) are complex systems. They are dynamic, concurrent, synchronous and resource-share. After analysing this model, we can better understand traffic conditions, and build an effective management system for urban road traffic (Huapu Lu 2003). Urban system has significantly stochastic uncertainty with people’s participation. A traffic signal control strategy has discrete and continuous characteristics.
