ABSTRACT

The Monnet Method is perceived as an expert-driven approach to policymaking and the root cause of the EU’s democratic deficit. The chapter questions the validity of this technocratic critique and provides a reassessment of the Monnet Method based on deliberative policymaking models. The chapter finds that the Monnet Method reflects an open and inclusive policymaking approach, based on wide-ranging consultation and deliberation between both politicians and expert stakeholders. It is an approach that has enabled the EU policymaking process to continually adapt and evolve to meet the needs of an increasingly complex knowledge and technology-driven political and economic environment.
