ABSTRACT

This chapter analyses the involvement of think tanks, and specifically the role of their expertise, in providing the missing link in legitimisation of the European Neighbourhood Policy (ENP). I discuss first the theoretical considerations of how to accommodate democratic principles in the area of foreign policy. Second, the analysis focuses on how think tanks and experts may contribute to the processes of improving input and output legitimacy. The chapter looks at how the experts gathered in think tanks contribute to the policymaking process dealing with the ENP. The analysis is based upon empirical data from the European Commission website on online consultations reviewing the ENP, as well as expert interviews.
