ABSTRACT

This chapter explores the different meanings and categories of gender expertise. The analysis, based on extensive coding of EWL documents, fills gaps in existing EWL and interest group research and contributes to conceptual discussions of the notions of expertise, gender and feminist expertise, and to ongoing debates on the expertisation of gender equality policymaking and the implications for democratic legitimacy. The EWL utilizes four main variants of expertise. In addition to technical expertise and procedural know-how, the organization makes reasonable claims to have both representative and normative expertise. These findings question assumptions in existing scholarship and generate specific challenges for democracy.
