ABSTRACT

This chapter aims to analysis of the modern system of planning and methods of development of the territory in Russia. Methods of system analysis are widely applied in the research, including method of an expert assessment and economic-mathematical modeling. Modern system of regional planning should be based on complex principles and rules of strategic management and strategic marketing. Environmental changes make it necessary to focus on reliable and clearly defined strategic opportunities of the territory and constant monitoring of its external environment for enhancing its ability to adapt to changes. Strategic marketing is aimed at viewing the evolution of a certain market and defining the existing and potential markets. Economic globalization is an ongoing complicated and contradictory process involving drastic alterations in all systems of world and national economies, reallocation of marketing outlets, and competition for markets. The chapter considers the optimization model of integrated innovative investment program for import substitution with regard to possible risk.
