DIFFERING NATIONAL PROVISIONS FOR MARITIME EDUCATION AND CERTIFICATES OF COMPETENCE

It is axiomatic that vocational education and training programmes must seek to inculcate an appre­ ciation of the job to be performed. For the ship­ ping and fishing industries, an important objective of the marine training programme must be coverage of the certificate of competence requirements. How­ ever, it is most important to appreciate that cover­ age of the certificate of competence requirements does not equate with a full training programme for the job at sea.
