ABSTRACT

Since there are 85.02 million disabled persons in China, the potential market of social services for them is enormous. China Disabled Persons’ Federation and governments of different levels launched social services outsourcing pilot programs in 2014, which pushed forward the improvement of supply patterns of services for the disabled and the development of occupational social work. The chapter is a case study of a barrier-free home improvement project for the disabled provided by Sub district L of Xiamen, Fujian Province. By examining the detailed performance procedures, the implementation of the tactics of social services and its occupational advantages, are analyzed and the prospect and existing constraints of social services outsourcing practices in Xiamen are discussed.
