ABSTRACT
All societies, from the least developed to the most advanced, must provide a range of essential services for their citizens in order to enable the society to continue functioning. The methods and approaches selected for providing these services and the priorities assigned to each obviously vary in different societies, according to a wide range of considerations and societal values.
