ABSTRACT

An ongoing evaluation of the Upward Bound program, which the U.S. Department of Education funds, has recently shown that the program has large impacts on students who may be more at risk of academic failure and few if any impacts for students who are less at risk (Myers & Schirm, 1999). 1 Furthermore, findings from the evaluation suggest that Upward Bound may have an impact on outcomes for only about half the students it serves (see Table 8.1 for a complete summary).
