There are too many variables in the human experience that cannot be leveled with money alone. Yet consider the challenge to a level playing field by this range in expenditure per pupil: in one metropolitan area, one school with a per pupil expenditure of $1732 is 15 miles away from a school where the per pupil expenditure is over $15,000. You can imagine the disparity in opportunities to teach and opportunities to learn. Even within a single district, every school may be operated under the same per pupil expenditure, but the schools’ physical plants, environments, resources and climates of support are very different. The standards on the property manifests may be exact in terms of expenditure and number, but the realities for the teachers and students vary greatly.
