ABSTRACT
In 1989, Boston University entered into a historic contract with the Chelsea Public Schools, agreeing to manage all aspects of its educational system for the next 10 years. Under the agreement, elected officials delegated the authority granted to them by the city charter to a university appointed management team through June 1998. The school committee retained the right to review all actions of the management team, and by a two-thirds vote, to override any action of the management team. Also, by a simple majority, the agreement established the school committee’s right to terminate the partnership. Further, the governor established an oversight panel for monitoring the university’s compliance with laws governing the management of the public school systems.
