ABSTRACT
Religious and charity groups became interested in their plight, either because of actual concern for their welfare, particularly their spiritual welfare, or because the vagrant, homeless children who congregated in the cities and engaged in crime were considered a real threat to the welfare of the citizens who resided in these cities.
