ABSTRACT

When implementing law, rules provide nothing more than vehicles to carry the content of statutes to those affected by their provision. Interpretation of law in a rule or regulation suggests a more substantial effort because it suggests that the language in the legislation is adapted to achieve the intent of the Congress of the United States. Rulemaking in such instances involves more judgment and knowledge of the external environment than simple implementation.
