ABSTRACT

Organizational development (OD) is a powerful tool in the quiver of arrows available to managers for improving public organizations. OD should be used sparingly and in situations where it has a high potential for success. OD involves total system change; its aim is to move the organization in a planned direction and in a way that respects human value and dignity. This entry is written with the aim of helping public managers have a better sense of what OD might be able to do for them.
