ABSTRACT

When trying to introduce change into the public sector, strategic leaders face many daunting challenges. To improve the prospects of success, leaders must both understand the environment under which the agency operates and be able to recognize situations in which change is feasible. In this entry, agency leaders provide descriptions of the various types of environments that exist in the public sector. Some of the needed steps have been laid out to match strategies to agency environments, denoting strategies that fit and those that have the best prospects of making meaningful changes.
