ABSTRACT
Cooperative purchasing promotes sound administrative values, including economy and efficiency, by maximizing the time and resources of participating units. It is cost-effective and provides participants with the economies of large-scale purchasing. Thus, it renders high value for taxpayers’ dollars. Well-rounded cooperative purchasing programs further foster intergovernmental cooperation and reduce duplication of work.
