ABSTRACT

The National Disaster Mitigation Framework is one of the five national frameworks that were developed in support of the National Preparedness Goal as required by Homeland Security Presidential Policy Directive 8, which was issued on March 30, 2011. It contains four guiding principles: resilience and sustainability; leadership and locally focused implementation; engaged partnerships and inclusiveness; and risk-conscious culture. The National Disaster Mitigation Framework takes on the question of hazard mitigation through a whole-community lens; describing roles and responsibilities for individuals and families; communities; nongovernmental organizations; private sector entities; local governments; state, tribal, territorial, and insular governments; and the federal government.
