ABSTRACT

The premise of this text is the evaluation model we will describe in this chapter. The information in the earlier chapters was designed specifically to give the reader background information on cold cases, historical events, and an understanding of the times in relation to homicides and those who kill. In the chapters that follow, the presentation of the model and information regarding the follow-up investigation will be documented. After introducing the philosophy behind the cold case evaluation model and description of the regimented structure, this chapter will delve into Phase I to IV of the process.
