ABSTRACT

The paradigm on disaster management has shifted over the past 20 years, with more emphasis now placed on disaster risk management (DRM), geared at obviating impacts. However, global disaster events (Figure 2.1) reveal an exponential growth, especially in the past two decades (Hewitt 2013). The situation is even more precarious in sub-Saharan Africa (SSA), Uganda, in particular, where disasters are pervasive despite the increased global commitment of resources toward DRM activities. Evidence suggests that natural hazards are likely to increase, owing to the increasing variability and changes in climate.
