Another problem can be refusal to cooperate with censuses (Redfern, 1989). The 1991 census in the UK is thought to have undercounted the population by about 2% (one million people), perhaps because of the widespread but mistaken belief that census questionnaires would be used to help compile lists of those required to pay a new per capita local government tax. This undercoverage also varied with age, sex and geographical area, the worst case being that of males aged 25-29 in London and other major conurbations where it is estimated that only about 80% of those present were included in the census (OPCS, 1994).
