1. INTRODUCTION

The Petroleum Extraction Industry (PEI) plays a vital role in the United States economy. It contributes a significant part of the gross national product as well as providing a natural resource that is essential to the national security of this country. The PEI, however, does generate a large volume of waste in onshore drilling and producing operations. This industry originated in the mid-part of the 18th century, but as time has proceeded, the waste disposal techniques utilized by the PEI have changed to provide adequate environmental protection. Presently, state and federal agencies regulate onshore disposal practices for drilling fluids, produced water, and other wastes generated by the PEI.
