ABSTRACT The organisation of the UK Water Industry into large regional authorities with responsibility for the total water cycle over complete river basins has resulted in the development of approaches to pollution management which are very cost-effective but are sometimes represented as being in conflict with approaches evolving elsewhere in Europe.
