ABSTRACT

Introduction An explanation is given of how emission reduction projects have influenced policy-making processes in Costa Rica and how the Activities Implemented Jointly (AIJ) Pilot Phase was a kick start for the Costa Rican Government to experiment and help develop market-based mechanisms capable of achieving environmental benefits at a lower cost for Annex I countries. As a consequence of the experience gained, Costa Rica has had a strong participation during international negotiations. This effort was recognized during COP-7, when the Head of the Costa Rican Delegation was appointed as member of the Executive Board on behalf of Non-Annex I Parties. Therefore, it is only reasonable to expect that Costa Rica will continue to have a strong voice during the climate change negotiation process, especially when project-driven issues are to be discussed.
