Equation (23) gives the pressure at time t* anywhere in the field in terms of: (i) the velocity u and the stress vector t on the surface ,9'; (ii) the field terms x; and (iii) the velocity u in the field at time t = 0. Note that this is an explicit integral representation that gives the pressure (anywhere in the field or on the boundary) in terms of the values of u and t (which are now both known, one from the boundary conditions and one from the solution of eqn (21)), u at t = 0 (known from the initial conditions), and x (known, or obtained from the solution of eqn (21)).
