ABSTRACT

ABSTRACT: In the last years, the Bernese Oberland has been repeatedly subject to severe flooding. In the mountainous Oberland the destruction caused by flooding often cut off entire valleys from the outside world. Since most valleys are important tourist destinations, also economical losses got substantial. Therefore, the public pressure on an immediate reconstruction of destroyed traffic and supply infrastructure and on the improvement of flood protection was significant. A well structured process had to ensure, that solutions planned and realized under immense time pressure will not be future errors. Recently, this demand could be successfully fulfilled by means of so called Local, Solution Focused Event Analyses. They comprise of an immediate, but coordinated and comprehensive analysis of the natural hazard process as well as the preliminary design of measures to reduce the protection deficiencies. The main advantage of this approach is the early availability of knowledge about the event process as an important basis for emergency and reconstruction work. Even more important is that the affected public and local authorities gain a thorough understanding of the event and subsequent protection measures.
