ABSTRACT
The question of housing is always relevant for both the Russian citizens who have to solve it throughout their life and the governmental institutes of municipal authority, which are made for the realization of the citizen’s right to have a house, as it is said in the Constitution of the Russian Federation. The ability of purchasing the realty guarantees the citizen the feeling of safety and stability and, thus, forms the positive opinion about the functioning of the governmental institutes.
