ABSTRACT

Introduction During the past 15 years, the NHS has been subject to major reforms. However, while there have been continuing attempts to reform the supply side (providers) of the market, the demand side (funding) has remained largely unaltered. Patients have access to all secondary and tertiary care services free at the point of consumption and primary care is free, except for user charges for pharmaceu­ ticals and the near privatisation of community ophthalmic and dental services.
