ABSTRACT
Before the Single European Act, this was the only procedure, and the Commission formulated proposals which were submitted to the Council for consideration. The European Parliament was to be consulted and could give an opinion. The Council took the final decision. This procedure is still used in respect of the European Monetary Union.
