These recommendations were reinforced by a Cabinet Efficiency Unit Report in 1986 which stated that, as a long as the three environmental media were treated separately, there was a danger that the allocation of resources would not reflect an overall view of where the problems were most severe; and that the end result would be a haphazard disposal of pollutants unrelated to an overall assessment of the optimum solution for the environment as a whole.1 The Environmental Protection Act (EPA) 1990, as amended by the Environment Act 1995 and the Pollution Prevention and Control Act 1999 are the primary pieces of legislation which affect integrated pollution prevention and control (IPPC).2
