The establishment of police authorities During the first half of the 19th century local police forces in towns and cities were controlled by watch committees, the title being directly connected to the Statute of Winchester 1285. County police forces were controlled initially by the county justices and later by a standing joint committee that consisted of both justices and county councillors.
