ABSTRACT

The majority of offences come to light as a result of a complaint by a member of the public who has witnessed an illegal act or by way of routine inspection by enforcement officers. As such, the member of public will make a complaint to the enforcing authority and an officer will be assigned to investigate the complaint. It is important that all complainants are dealt with courteously. The enforcement officer must bear in mind that whilst this may be a relatively routine matter as far as he is concerned, yet to the person who has witnessed an offence it may be of great importance. The officer must therefore do everything he can to prevent undermining the enthusiasm of the witness by playing the matter down.
