2.1 Broadly speaking, the Police and Criminal Evidence Act 1984 (the Act will later be referred to as PACE) was brought about to standardise the procedures adopted by Police Forces and other prosecuting agencies when investigating crimes and reporting offenders. It goes without saying that the Codes of Practice specified in the Act are aimed specifically at Police Officers, as it is such Officers who primarily have to enforce the law on a day today basis. However, PACE does apply to investigations by local authority investigators (see s 67(9) of the Act).
