Most of this book is devoted to a study of the public regulation of private pollution. Command and Control regulatory regimes are employed by the government to regulate the polluting emissions of private industry. Such legislative controls task public bodies, such as the Environment Agency and the local authorities, with regulating polluting emissions from a wide range of industries.
