ABSTRACT
This chapter sets out the policy objectives of State regulation and it considers some instances where State intervention through regulation is not required. It also considers some well recognised principles of good regulation. This analysis of general regulatory issues sets the scene for a review of some of the more specific issues which arise in respect of utility regulation.
